Welcome to the Cottage Administration Modernization Project (CAMP)!

CAMP is a Manitoba government directive led by Indigenous Reconciliation and Northern Relations (IRNR). IRNR is responsible for supporting healthy, safe and sustainable Indigenous communities, and cottage areas in Northern Manitoba including the management of trust funds on behalf of the cottage areas.

CAMP provides an opportunity for cottagers like you to help IRNR modernize the administration of cottage areas in Northern Manitoba, outside municipalities and parks. The administration of cottage areas in Northern Manitoba is challenging because there are several parallel programs under the jurisdiction of several departments. As a result of these challenges, CAMP will address issues such as inequality in taxes/levies, inconsistent service delivery and lack of a compliance mechanism for cottage administration in northern Manitoba.

Our goals are anchored on:

  • improving local governance;
  • streamlining service delivery processes;
  • efficient and fair cost recovery system; and
  • ensuring the cottage program is effective and sustainable for future generations.

To accomplish these goals, we plan to:

  • engage with cottage lot owners, cottage associations and businesses/utilities;
  • conduct a jurisdictional scan with other provinces; and
  • consult with relevant Manitoba government departments.

Participate in the online survey and stay informed by subscribing for project updates.

The project is scheduled for completion by spring 2023 with implementation starting in summer 2023.

We aim to answer your CAMP questions as quickly as possible on Monday to Friday from 8 a.m. to 4 p.m. Any questions received after hours will be responded to as soon as possible.

  • I cannot register online for the Town Hall sessions. I have tried several ways to do that. Tried the QR code which insists that I sign in to Microsoft. Tried the link online. Nothing works. Please register me for the Lake Athapapuskow on October 18, 2022 at 7:00 p.m.

  • The goals of this project states completion is intended for fall of 2022. What is the current stage of this project? Have additional Churchill residents expressed interest in being part of this project?

    Hi Victoria, 

    The Cottage Administration Modernization Project is two-phased. The first phase is to develop options which will be submitted to Cabinet. We are currently in phase-one and the reason we are looking to engage cottage owners, businesses and cottage associations and cottage area contact person(s). The second phase is implementation which will take place in 2023. 

    CAMP is currently engaging cottage owners, businesses and cottage associations and cottage area contact person(s). Communities have been informed about CAMP.

  • In the future new lots be available in the Goose Creek area

    Good Morning,

    Thank you  for taking the time to submit a question. 

    The Cottage Administration Modernization Project is focused on the administration of existing cottage lots. New cottage lot development is the jurisdiction of the Crown Lands Branch. We have no indication that new cottage lots are being made available in the Goose Creek Area at this time.
