Minimum Wage Rate Review for Apprentices

The Apprenticeship and Certification Board is reviewing trade-specific wage rates for apprentices in Manitoba.

All skilled trades in Manitoba are regulated by The Apprenticeship and Certification Act. There are currently 55 designated trades in Manitoba that are administered by Apprenticeship Manitoba, each with their own consolidated regulation. Trade-specific wage rates are directly linked to the provincial minimum wage for 26 of those trade regulations.

Currently, the minimum wage rates for apprentices in Manitoba follow one of the three principles below for all trades:

  1. The Apprenticeship and Certification — General Regulation (10 trades):
    1. 110% of the provincial minimum wage during the first level;
    2. 120% of the provincial minimum wage during the second level;
    3. 130% of the provincial minimum wage during the third level;
    4. 140% of the provincial minimum wage during the fourth level; or
    5. 150% of the provincial minimum wage during the fifth and subsequent level.
  2. A percentage of the journeyperson's wage, according to The Construction Industry Wages Act (CIWA) (29 trades).
  3. As a trade-specific percentage of the provincial minimum wage (16 trades).

Given that 26 trades across Manitoba align the apprentice minimum wage rate to the provincial minimum wage, about half of the trades in Manitoba will be directly impacted by the increases to the provincial minimum wage.

There are plans to increase the provincial minimum wage rate to $15.00 per hour, by October 1, 2023.

To ensure that apprentices in Manitoba continue to earn a wage that is appropriate to their skilled trades program, and meets the needs and demands of industry, the Apprenticeship and Certification Board, is inviting industry stakeholders to provide their feedback.

The board will use the information and responses from the survey to inform its recommendation to the Minister of Advanced Education and Training.

Regardless of any policy decisions that come out of the review, apprentices will be paid no less than the provincial minimum wage. Journeyperson wage rates are not included in the scope of this review.



The deadline to submit responses is March 17, 2023.
