Development of a Wages and Benefits Framework for the Early Learning and Child Care Sector
Manitoba Education and Early Childhood Learning is working in partnership with KPMG to develop a comprehensive and sustainable wage and benefits framework that attracts and retains professionals in the early learning and child care sector, ensuring competitive salaries and equitable funding approaches. As part of this project, we are seeking input from a stakeholders to gather insights into the current wages and benefits landscape in Manitoba.
This project aims establish a clear, transparent, and sustainable compensation system (i.e., Wage Framework) that addresses the unique challenges faced by the child care sector in Manitoba. The proposed Framework will serve as a tool to enhance the recruitment and retention of highly skilled professionals in the field, contributing to the overall quality of child care services across the province.
Purpose
The intent of the survey is to gather information and insights to conduct a comprehensive analysis of the current compensation landscape within the child care sector, and insight into potential opportunities to further elevate the profession to meet the evolving demands on the sector.
Your input is important! Please complete this survey based on your own personal experience. It is important that we obtain a true sense of your impressions about the sector. The survey is focused on gathering insights specifically for the following roles:

Survey Questions and Requirements
Assistant Directors, Supervisors, and Frontline Workers
You will see specific questions based on your current role. You will be asked about your wages, benefits, and job satisfaction
Non-profit Directors, owner-operators, or individuals occupying a position equivalent to a Director within a facility that is affiliated with an organization operating multiple facilities
You will see specific questions based on your current role and asked information about your facility, including the starting salary, salary range, and benefits provided to child care workers at each classification. If you are associated with an organization managing several facilities, we recommend selecting one facility to base your answers to this survey on.
The survey will be open from Thursday 6 June, 2024, and deadline for completion of the survey is Thursday 20 June, 2024.
