Forest Management Plan Approval Process

The Ministers of Agriculture and Resource Development and Conservation and Climate have signed an agreement in accordance with section 11(2) of The Environment Act providing for a single approval process for forest management plans that meets the requirements of The Environment Act and The Forest Act. The 20-Year Forest Management Plan Guideline  (Schedule A of the agreement) was updated to include the requirements of both acts and modernize the approval process. The Department of Agriculture and Resource Development will now lead the streamlined process, with continuing involvement of the Department of Conservation and Climate.

In December 2019, the Minister of Conservation and Climate requested that the Clean Environment Commission conduct a review of Manitoba’s existing two track forest management plan approval process and develop recommendations for a single approval process that would meet the requirements of The Environment Act and The Forest Act.

Manitoba’s 20-Year Forest Management Plan Guideline has been revised to accommodate the requirements of The Environment Act. Manitobans are invited to review and provide feedback on the Draft 20-Year Forest Management Plan Guideline. Feedback can be submitted to EABDirector@gov.mb.ca until June 4, 2021.

  • Letter of Intent

    On January 15, 2021, the ministers of Conservation and Climate and Agriculture and Resource Development signed a Letter of Intent to work towards the development of a single review and approval process for Forest Management Plans in Manitoba.

  • What We Heard Report

    In May 2020, the Clean Environment Commission submitted a report to the Minister of Conservation and Climate in support of the development of an integrated single-track review and approval process for Forest Management Plans.

    Public feedback was sought on the recommendations through an online survey from September 25 to November 9, 2020. In addition to the survey, the Manitoba government held two public webinars on September 9 and 17, 2020. The webinars were hosted by the CEC to provide further opportunity to the public to understand details on the report and solicit feedback.

    Informational webinars for the public were held by the Clean Environment Commission on September 9 and 17, 2020.
