Manitoba Building Code, Manitoba Plumbing Code, Manitoba Energy Code for Buildings, and Manitoba Fire Code – Amendments (2025 National Model Codes)

The Manitoba government is proposing regulatory changes to the Manitoba Building Code, Manitoba Plumbing Code, Manitoba Energy Code for Buildings, and Manitoba Fire Code.

These changes will set the 2025 National Model Codes, published by the National Research Council on December 22, 2025, into provincial regulations. All provinces and territories committed to adopting these codes within 18 months of publication.

The proposed changes will:

  • Update Manitoba’s regulations to match the 2025 national standards used across Canada.
  • Add or remove exceptions to the National Model Codes where necessary.
  • Help make sure buildings are safe, modern, and built using up to date technical requirements.
  • Advance energy efficiency requirements in buildings to reduce energy use and utility costs over time.
  • Provide clear rules and timelines so builders, designers, and inspectors understand what is required.

These amendments ensure Manitoba remains harmonized with the other Canadian jurisdictions, implement the Regulatory Reconciliation and Cooperation Table (RCT) Agreement on Construction Codes and assist Manitoba in meeting its carbon emission reduction goals.
